If a comparison is made between the constitutional principles of 1831 with regard to the working of the parliamentary system and presentday political practice, then it appears that there has been an evolution in which the role of the parties is fundamental. Until about 1850 virtually no party-system existed in Belgium. The monarchy supported by the conservative forces of the nobility, the church and the landowners controlled the system. In the second half of the century there was a simultaneous increase (...) in the influence of parliament and the breakthrough of economic and political liberalism without the parties yet being able to impose the rules. Such rule making did not happen until around the turn of the century when the civil parliament became democratic and the big parties became integrated within it. From then on control over parliament and executive decision-taking came about through the party-structures. The period of crisis preceding the second world war obviously weakened this trend considerably; after 1945 it re-emerged even more strongly. (shrink)

In this article we conclude, via a comparison of the 19th C. scientific publications concerning the Belgian parliament and the state of parliamentological research of the day, that Belgian writers achieved an international standard. In Belgium, as elsewhere in Europe, parliamentology was pursued from the standpoint of various complementary schools of thought. Modern political history provided very detailed information about the functioning of the parliamentary institution; constitutional law investigated the juridical aspects of it ; political science transcended these juridical boundaries (...) and took account of the political aspects as well ; this method was also pursued in the field of political economy which, from a methodological point of view, can be regarded as the fundamental current of parliamentary sociology.It can be asserted that these writers are the founders of modern parliamentology despite the rather weak methodological foundation of their studies, the relative lack of empirical data-collection and the infiuenceof political commitment. As is still the case today, so also in the 19th C, the formal-juridical approach was dominant ; however, it was also insight-fully recognized that the most important problems of power lay in the mutual relations of the members of parliament themselves and in their relation to the majority, the opposition and the executive power. These studies furnish, therefore, very interesting lines of inquiry for the diachronic treatment of the majority of the problems of contemporary parliamentology. (shrink)

Tbe struggle for the liberalization of the law on abortion began in Belgium in 1970 when the taboo was breached in an initial bill. However, support by pressure groups failed and this led to a long period of nondecision, which may be explained by the disunity in the camp of the supporters on the one hand and the blocking tactics of the Flemish Christian Democrats on the other. In 1986 a compromise between supporters finally emerged, and via a majority which (...) cut right through the governmental coalition an abortion law was approved at the end of March 1990, which closely corresponds to British, French and Dutch legislation. The catholic monarch's refusal to ratify the bill caused a political crisis which was solved by the unanimous signing by the assembled ministers. (shrink)

This paper analyzes the banlieue as a place that develops its own power dynamics and phenomena of violent radicalization, which have been interpreted in different ways by contemporary historiography and sociology. The French films La Haine and Les Misérables, two box office hits and valuable examples of banlieue cinema, constitute the guiding thread running through the study.

En los últimos años se han desarrollado diversas soluciones subestructurales a las paradojas semánticas. En particular, se han postulado teorías no transitivas, no contractivas, no reflexivas y, recientemente, no monotónicas. Sin embargo, cuando dichas soluciones son presentadas mediante cálculos de secuentes surge el problema de la dependencia. En pocas palabras, este problema consiste en que no es posible separar las reglas estructurales de la formulación de las otras reglas del cálculo. En este artículo, presentaré este problema y mostraré que, de (...) hecho, es posible construir un cálculo que no contiene ninguna regla estructural de manera explícita y que, sin embargo, resulta trivial al agregarle un predicado veritativo transparente con ciertos axiomas. Luego, delimitaré los alcances de dicho problema, concluyendo que la metodología correcta para seleccionar una solución subestructural a las paradojas semánticas debe basarse en argumentos filosóficos y, tal vez, en un estudio empírico sobre el fenómeno de la paradojicidad y no en la comparación de derivaciones en cálculos particulares. The tradition of pragmatism has, especially since Dewey, been characterized by a commitment to nonreductive naturalism. The notion of emergence, popular in the early decades of the twentieth century and currently re-emerging as a central concept in metaphysics and the philosophy of mind, may be useful in explicating that commitment. The present paper discusses the issue of the reality of emergent properties, drawing particular attention to a pragmatic way of approaching this issue. The reality of emergents can be defended as (...) a pragmatically-useful ontological commitment; hence, pragmatism can be employed as a tool in the debate over the structure and reality of emergence. This strategy of justifying ontological commitments is examined through historical and systematic discussions of the pragmatist tradition. It turns out, among other things, that while classical pragmatists did not specify any technical notion of emergence in the contemporary sense, their non-reductively naturalist views are relevant to the more recent emergence discussions -- especially because they rejected the metaphysical realism typical of today’s ontologically-oriented emergence theories. En este artículo se analiza el proceso que llevó a algunos jóvenes italianos, aparentemente alejados de todo vínculo con el terrorismo, a militar en organizaciones armadas entre los años setenta y ochenta, es decir en la época que se llamó “años de plomo”. Se hace especial hincapié en las dinámicas que favorecieron esa radicalización, centrándose exclusivamente en las organizaciones de extrema izquierda. Tras un análisis de los elementos de la radicalización terrorista a nivel macro, meso y micro, el estudio se (...) focaliza en el caso italiano identificando pautas y patrones recurrentes en el proceso de radicalización hacia el terrorismo. Dentro del conjunto de las lógicas no clásicas, las lógicas paraconsistentes han suscitado de manera particular el interés de diversos filósofos. Además de las definiciones tradicionales, en los últimos años, se han propuesto nuevas maneras de caracterizar a la paraconsistencia. Lo que tienen en común todas estas definiciones es que alguna forma de la regla o de la metarregla de explosión debe ser rechazada. En este artículo, presentaré dichas definiciones y evaluaré el rol que juegan la negación y la transitividad (...) en ellas. Finalmente, propondré una nueva caracterización de la paraconsistencia, la que llamaré paraconsistencia pura y mostraré que la regla de monotonía juega un rol crucial en todas las presentaciones de dicho concepto. While the norm amongst states seeking to repress protest movements which challenge their legitimacy is to resort to the ideology of the criminal law and allegations of violence against protesters as a means of depoliticising their activity there have been times when this method has appeared to those in power to be inadequate as a means of weakening or crushing a particular movement. The Ferguson protests in the summer of 2014 were initially met with police repression, but ultimately the National (...) Guard was called in to respond to the protests, which were presented as being orchestrated by “outsiders”. In this way, the protests were re-politicsed for the purposes of justifying the deployment of the military against the people. This justification is antithetical to the notion and purpose of protest such as that in Ferguson, which is to be regarded as successful precisely in its having generated a broad movement that individuals and groups from across US states were moved to join.
